Utilizing VSCode within JupyterHub

Visual Studio Code is an open-source IDE developed by Microsoft. An open source extension of VSCode allows it to run as a web-based IDE. This will provide a consistent environment regardless of where it is accessed from or Operating System. The only requirement is a web browser.
